The elder is mentioned in hallarse 5 and in hallarse 7 the name of the elder is changed to overseer. That is, these two words refer to the same person.

The results were amazing. Most everyone said the pastor should spend most of his time in sermon preparation and teaching/preaching, but they thought he should spend only about 10 hours per week doing this. That told us that the leaders of this church did not really believe the duties of the pastor was to teach and preach. If they had, the number of hours should have been at least double. When this questionnaire has been used in the past, most leadership teams ranked sermon preparation and teaching and preaching near the top, but assigned a small number of hours to the responsibility – typically, less than ten hours per week. Someone might be concerned that a pastor or an elder had committed sin, but the leader escapes being removed from office if only one person witnessed the sin. The apostle Paul addresses that situation in verses 24-25 when he discusses how to discipline elders.
